BOROUGH COUNCIL MEETINGS.

PARNELL.

The regular meeting of .the Parnell Borough - Council was held last evening. Present: Mr. S. T. George (Mayor, in the chair), Messrs. Savage, Gay, Dewes, Gilmour, McConnell, Lyell, McKenzie, McCabe, and McLachlan.

r Mr. Maguire's Claim.—Mr. Maguire wrote, declining the offer of £4 19s 9d, in settlement of his claim against the Council .on acoount of drainage work. On the motion of Mr. Savage, the whole matter was referred to the Legal and Finance Committee, with power to act. . Water -trough. —Mr. Fitzgibbons, iHcenseejof the Alexandra Hotel, applied for •a water-trough and two posts, the water to 'be (supplied through meter. Referred to i the Streets Committee.

. •Water Supply.—Henry Roberts applied for water supply in Parnell Hall at the usual householders' rate. It was agreed that the supply bo allowed by meter, in accordance with the by-law. Balance-sheet. The Auditor-General returned the certified copy of the balancesheet for the half-year and year, and re quested that when printed lie should be furnished with a copy. It was agreed to have 100 copies printed. Mrs. Matsons Complaints.—Mrs. Matson renewed her complaint as to the loss she sustained through moving her buildings, and she asked the Council to give the matter their earliest attention, so as to come to an amicable settlement. With regard to the rates, she paid £10 on account, leaving a balance due of £19 in abeyance re settlement of claim sent in to the Council. It was ordered that Mrs. Matson be informed that she was not treated exceptionally, and that the Council had no power to remit any rates.

Dust Contract.—Mr. McShefi'rey, the contractor, regretted that complaint had been received of one of his carters having done his work unsatisfactorily, and would see that in future it was performed to tho satisfaction of the Council. The letter was received.

• Streets Committee.—This committee recommended that scoria be used for the necessary work to be done on Alpha Road. Re Ah Chlng's application, that the channel at Gillingharn-street be raised 8 inches, and tho same stones re-laid. Re repairs to wall in. St. George's Bay: •■ That no work be done in the way of repairs at present; also, that owners of boats be notified not to fasten them to the wall. . The clauses of the report were discussed seriatim. The last clause, re the '. wall at St. George's Bay, was amended, and two loads of rough scoria were allowed for repairs required. The report, as amended, was adopted. Waterworks.—Tho turncock reported that things were going on satisfactorily. He suggested that a 400-gallon tank be fixed to test the meters, and he also reported that the borough had been supplied with one meter only for the last six months, owing to the other failing to register. The report was adopted. The turncock was authorised to procure tho tank, and the Town Clerk was instructed to apply to tho City Council, requesting them to put on a second meter under the railway arch. Accounts. —Current accounts amounting to £46 2s were passed for payment. Estimates. — Estimates of expenditure for the year were submitted by the town clerk. Including the overdraft and outstanding liabilities, the amount was £2669. To meet this it was estimated there was £441 available, and the sum required would be £2228. It was proposed to strike a general rate of Is 3d in the £ as arranged with the bank manager when the overdraft was procured. The Mayor explained that these estimates were in compliance with the Act. On the motion of Mr. McKenzie, seconded by Mr. Lyell, tho estimates were approved, and the Mayor gave notice that at next meeting he would move that the Council strike a general rate of Is 3d in tho £ upon the annual value of rateable property within the borough. NEWTON. The Newton Borough Council held their ordinary meeting yesterday evening, when Messrs. Ambury, Riggs, Webley, Boyd, Donald, and Faulder were present. Mr. Ambury was appointed to the chair. Mr. S. C. Brown, the newly-elected councillor for the Surrey ward, made the customary declaration, and took his scat in the Council. The Mayor's Resignation. — A letter was received from Mr. F. J. Jones, resigning the position of Mayor of the borough, as his business would necessitate his presence in Wellington for some months. The resignation was accepted. Drainage.—Mr. Chas. Bates wrote complaining of defective drainage at the Great North Road, between Pollen and McKelvie streets. It was resolved to attend to the subject. Metalling Road.—Mr. C. Nicholls wrote requesting that metal be laid at McKelviestreet. The Council instructed the Town Clerk to write to Mr. Nieholls to the effect that he has been seen to remove metal, the property of the Borough Council, and place the same on his own yard, and that if the offence were repeated he would bo prosecuted.

Gas La Mrs. —Notice was given by Mr. Faulder that he would move at next meeting, " That two gas lamps be erected in Surrey Crescent between Richmond Avenue and the junction of the Great North Road, the site to be decided by a committee."

Resignation. — Mr. Morrison wrote resigning his seat as a councillor. It was agreed that the resignation be accepted, and that the Town Clerk forward a letter expressing tho Council's sympathy with Mr. Morrison. DEVONPORT. The usual meeting of the Devonporfc Borough Council was held last evening in the Borough offices. There were present : Messrs. M. Niccol (in the chair), E. W. Alison, E. W. Burgess, A. Pitts, and T. Brown. Tho minutes of last meeting were read and confirmed. Half-yearly Accounts.Prior to the ordinary meeting of the Council, a special meeting was held to consider the halfyearly accounts and balance-sheets, which had just been returned by the AuditorGeneral. They were marked as correct, save that the auditor disallowed as illegal a refund of £10 on license fees to Mr. J. Peel, and stated that unless it were repaid shortly to the borough account, ho should have to charge the amount to the councillors who had sanctioned the rebate. The town clerk was instructed to recover the amount without delay from Mr. Peel, who had given an indemnity for the sum to the Council. Encroachment.—Mr. W. J. Napier wrote to the Council regarding an alleged encroachment upon Beach Road by Messrs. Alison, whereby thoy had enclosed one rood and thirty perches more land than the area they held under their Crown grant. The town clerk was instructed to inform the writer that the matter was receiving attention at the hands of the Council.

Owen's Road.—An estimate was forwarded by Mr. Savage, foreman of works for proposed works in Owen's Road. The total amount was £24, and it was agreed that the proportion to be paid by each resident be allotted, and that they be required to have the work done within 14 days. Artillery Road and Rattray-street. —Mr. Burgess moved, "That as Artillery Road and Rattray-street have been laid out and formed by the borough with contributions from the residents in those streets, steps be taken to have them declared streets of the borough." The proposal was carried without dissent.

Tkchnical Classes.—A letter from Mr. W. I. Robinson concerning the opening of technical classes at Devonport was read; and the members of the Council agreed to assist the project as much as possible. Vaoxhall Road.— A. Bell, Engineer for Defence, forwarded a memo, asking the Mayor to inspect Vauxhall Road in company with him, in order that the damage alleged to have been done by the carting of material to the defence works might be considered. A meeting was arranged for Saturday next. LtBRAKY.— The Mayor stated that the Government have intimated that the grant towards the Free Library would be discontinued. He had issued a circular asking the residents of the Borough to contribute suitable books and periodicals, and render any other assistance they could to the Library. ' ONEHUNGA, i The ordinary fortnightly meeting of the On«hmigft Borough Council wag held last

night when there were present His Worship the Mayor (Dr. W. R. Erson), and Messrs. Hills, Burden, Jackson, Shaldrick, Clark, Goldsbury, and Tapp. Slaughter Licenses.—Mr. R. P. Hollis wrote applying for a transfer of his slaughter license to Mr. Stone. Granted. Repair to Roads. —A complaint about the impassable state of the road inside the Mount Smart reserve was referred to the Reserves Committee to report upon. Water Supply.—Messrs. Boy lan and Lunclon reported having several times interviewed Dr. Campbell about his supply of water from the reservoir, and advised the Council that the best way to settle the matter was for the engineer, Dr. Campbell, and the Waterworks Committee to meet on the ground and discuss the question. This was agreed to, and the town clerk was instructed to arrange for the meeting. Cemetery Bill.—Mr. R. S. Carter, secretary of the Mount Wellington Road Board, wrote stating that the petitionee the Cemeteries Act, brought in last session by Mr. Moss, M.H.R., was now lying at Wayto'e library for signature, and asked the Council to appoint some of its members to sign it on their behalf. The Mayor stated he would- give the matter his early attention. Balances.—The town clerk reported that the balance to the credit of the borough account at last meeting was £439 15s 2d paid in during term, £35 3s 6d ; paid away during term, £18 9s 9d : leaving a credit balance of £456 8s lid. The balance to the credit of the waterworks account was stated to be £1396 13s 9d.

Returning Officer. —Seven applications were received for the appointment of returning and presiding officer. Mr. Peter Clark was cho?en for the position. Inspector of Nuisances.—For this appointment eight applications were received, and Mr. T. J. Henshaw was selected.

Tender.— tender of Mr. W. Brierly, for the supply of 50 yards of scoria ash for Pleasant-street, at Is 9d per yard, was accepted. Slaughterhouse Road.—Messrs. Webber and Colledge wrote, applying for permission to erect a Hood-gate at the culvert in Slaughterhouse Road. It was resolved that permission be granted, provided the applicants paid the Council for any damages caused by the floodgates. Recreation Reserve. —The Mayor intimated that the borough solicitor had been instructed to recover the arrears of rent of the recreation reserve. The solicitor had taken steps in the matter, and had forwarded a communication to the Council which he, however, thought should be "private," and would ask that the members read the opinion in private. It was agreed that the matter of settling the arrears of rent duo by Messrs. Webb and Adams bo referred to the Reserves Committee to consult with the solicitors as to the course the Council should adopt. Notice of Motion. — The Mayor gave notice to move at next meeting, "That tenders be called for the letting of the recreation and cemetery reserves for grazing purposes for a period of one year, the Council reserving the right of enclosing for planting purposes a space not exceeding six feet from the boundaries of such reserves."

Spring Supply. — The report of the borough engineer relative to the enclosure of the springs, as contained in their plan was adopted.
