COURT-MARTIAL ON AN OFFICER.
Tni! court-martial on Major Templar, 7th King's Royal Rifles Bridage, for having disclosed secret information as to the construction of balloons, was opened on April 5 at Brompton Barracks, Chatham. Dr. Danckwerts, in opening the case for the prosecution, said the charge against Major Templar was that on two distinct occasions he told his superior a lie, to the effect he had not been to Birmingham since 1884 ; and another charge whs that on December 5, 1887, he divulged secret information as to the construction of balloons at Chatham ; also that he divulged information to Messrs. Howard, Lane, and Co., at Birmingham, and assisted them in the construction of balloons after a method known only to the War Department. The latter firm made balloons for the Italian (iovernmenfc for service in the Soudan. Some Italians connected with the Italian Ballooning Department had visited the military school on Oct., 28 ; but steps were taken to prevent their seeing too much of the construction of the balloons. The inquiry had not concluded when tho court rose.
