THE RUSSIAN ARMY.
NOT IN A CONDITION TO FIGHT. [press association.) St. Petersburg, May 6. At a meeting of the Military Council held to-day it was agreed that owing to the defects and weakness of her army, Russia was unable to assume the aggressive. It was decided to construct three railways towards the Austrian frontier, and also that the Siberian railway should be commenced without delay.
