BOULANGER ELECTED.

London, April 16. The Times this morning announces the* return of General Boulanger for the Nord. Boulanger polled one hundred and ninety thousand, whilst his opponent, M. Foucaut, a moderate Republican, polled ninety thousand. The election was conducted in a quiet and orderly manner.
