M. FLOQUET'S POLICY.

DISSENSION IN THE CABINET. RESIGNATION OF A MINISTER. [press association.] Paris, April 4. M. Floquet. has announced his programme in the Chamber of Deputies. He appealed to the Republican party to establish a voluntary discipline. Reform in the Constitution, he states, demands calm reflection, and he asks that he should obtain permission to take steps in that direction when a favourable opportunity offers itself. He promised immediate settlement of the relations existing between Church and State, and a revision of financial and military laws. M. Lambert, Minister of Public Works, disagrees with the proposals for reform in the constitution, and has withdrawn from the Cabinet. M. Feroulat Monkland replaces him. The Press and moderate Republicans generally disapprove of M. Floquet's manifesto.

M. Meline and M. Clemenceau obtained an equal number of votes for the Presidency of the Chamber, but the former has been chosen on the ground of seniority.
