Dr. Ransome, Chairman of the Committee Manchester and Salford Sanitary Association, con- _ tributes a lecture on "Soils and Sites," and quotes approvingly the opinion of Dr. Buchanan, Chief Medical Officer to the Manchester Local Govern- tl ment Board, that " Wetness of Soil is the cause of a . Phthisis (i.e., consumption), to the population ( c living upon it." Ho also endorses Dr. Haviland's opinion that " Damp Soil is coincident with a high mortality." The Registrar General of Scotland confirmed that opinion, and added that: " Houses situated on impermeable soils, or on low-lying ground, and whose sites were consequently kept damp, had a very much larger number and proportion of cases of consumption than towns, villages, x or houses which were situated on dry or rocky or on light porous soils, where the redundant moisture easily escaped."
