INCITING A RISING.
[PRESS ASSOCIATION.]
London, January 11. Thousands of proclamations of Russian origin have been discovered in Sofia, inciting the people to a rising. There is an impression abroad that Russia is about to formulate fresh proposals respecting Bulgaria.
