THE PROGRAMME. [press association.] LoNDON, v April 3. The delegates generally discussed the Conference programme on Friday. Victoria proposed united action regarding the recidivistes and 1 New Hebrides. Sir Patrick Jennings, on behalf of New South Wales, objected to anything binding until the Imperial views have been divulged, and* the other colonies concurred in his views. Lord Salisbury will deliver the opening address, and one delegate from each colony will be allowed live minutes in, which to respond. Sir Henry Holland i will also deliver an address of welcome, giving precedence to each colony according to its age. Defence will be the first subject taken into consideration. London, April 4. The Times today states that the following subjects will be discussed at the Imperial Conference : — Defences of Australian ports, and of Torres Straits; erection of coaling stations, laying of cable between Great Britain and the colonies, subsidising of cable companies, protection of harbours, supplying armed cruisers in the Pacific, increase of colonial naval squadron, creating facilities for officers of the Imperial army, relations with foreign Powers, and their connection with England and the colonies, postal ordinances, provision of greater facilities for saving life at sea, ratification of colonial judgments, marriage with deceased wife's sister, and simultaneous census of tbre entire Empire.
