BOROUGH COUNCIL MEETINGS.

NEWTON. The ordinary meeting of the Newton Borongh Council was held last night at the Borough Council office, Great North Road. Present: Messrs. Warnook (Mayor), Rigge, BUlington, Laing, Ambury, Hastings, and Morrison. Notice Boards.—Tenders for 20 notice boards were opened, and that of A. H. Morris for £2 13s was aooepted. Balancb-shbkt.—The Town Clerk read half-yearly balance-sheet as follows :—Reoeipts t-Caah in hand, £227 4a ; rates, £612 3a; fees, £55 3s ; other receipts, £353 18a 10d : total, £1248 5s 2d. ture : Uffice charge*, £210 18a 3d ; streets, roads, etc., £906 16a 8d ; sundries, £1213 14e 9d ; balance in bank, £34 10s sd: total, £1243 5s 2d. It was adopted. CoEaKSPONDKNOB.—A letter was received from the City Council drawing attention to the gorse on the Great; North Head opposite the Chinamen's gardens, which hag only been out down, and not grubbed up in aooordanoe with the Publio Works Act, 1882; and requesting that the provisions of the Aot should be carried ont. It was resolved to serve legal notices on owners and occupiers of property near the gardens requesting them to grub up the goree. a letter was received from the Minister of Publio Works, acknowledging the receipt of the Town Clerk's letter of,'6th October re Cox's Creek bridge, and calling attention to the letter from the Public Works Department of 15th February last, in which the Government offered to convert one of the 20feet spans of the bridge into a lifting span to Srofido for passage ot vessels, provided the ouncil pay cost of alteration (£110). It was resolved that tbe letter be referred to the Legal Committee to report at the next meeting of the Council, and that a copy be forwarded to the petitioners. A circular was received from the Premier's office in connection with the Hospitals and Charitable Institutions Aot Amendment Act, instructing as to election of members and time of meeting of Boards ; also a oopy of an Order-in-Council appertaining to the representation of the various contributing looal authorities on the Boards of the several dietriote oonstituted under the above Aot. It was proposed and seconded, "That Mr. BUlington be deputed to represent the Council on the 24th November, in accordance with the Act." A preaie of the Local Bodies' Loans Aot was forwarded from Wellington by the Government, and was received. The Town Clerk of the City Council wrote, forwarding a oopy of » petition from residents in Richmond Road re cutting down of top end of said road, and asking if the Newton Council wished the work to proceed on the understanding arrived at as to boundary roads. It was resolved to inform the City Council that the Newton borough Council have no objection to the road being out down to the permanent level, provided it is removed free of cost to the Council, as they hi>ve "been informed that Mr. MoGuire require) the earth. T. MoMaster wrote, oalling attention to the state of the Great North Jioad . near Ponsonby Road. It was resolved that the plans and specifications for work in the Great North Road from Ponsonby Road to oity boundary be submitted to the City Council for their approval. A letter was reoeived from E. C. Morgan Morris, informing the Council that he intended starting a penny paper, to be called the Newton Echo, and soliciting the support of the Council. The letter was reoeived. DEVONPORT. The ordinary meeting of the Devonport Borough Counoil was held yo«terday evening, at the office, Devonport Hall. Present: His Worship the Mayor (Mr. Niccol), in the chair, Messrs. Brown, Duder, Burgess, Mays, Hartley, and Alison. LiAva of Absknck.— Leave o£ absence for one month was granted to Mr. Philoox. CouRKiU'ONDKNCB,~Mr. Knox, Borough Engineer, forwarded a plan of the street levels, Strand Road, The iforeinan of Works was instructed to report upon the subject. Professor Brown called attention to tho faot that a floating stage was neoesaary at Quay»street, and would be far preferable to the fixed wharf proposed to be erected by the Harbour Board. The Mayor said that the Boheme suggested by Professor Brown would prove too expensive, the sum placed upon the estimates not allowing of its being carried out. It was reaolved, " That in the present position of affairs, no attempt be made to reverse the decision of the Harbour Board." Mr. C. W. Garner wrote, objeoting to the by law proposed to be passed by tho Council, imposing a license fee on hawkers. It was agreed " That the letter be considered when the question of lioenses comes before the Board."

Cemetery.— The Mayor explained that, with reference to the accounts between the Borough Council and the Waitemata County Council, he and Mr. Maya had interviewed the comptrollerGeneral, Mr Fitzgerald, during that gentle, man's visit to Auokland. Mr. Mays had intended to go into the whole question of accounts, and had drawn up a statement allowing that the Borough Council were indebted to the County Council to the extent of £1102 8s 2d. Mr. Niacol, however, contended that the Comptroller-General was not bound to go into this question, and was only empowered to deal with the ownership of the cemetery. Mr. Fitzgerald eventually awarded that the oemetery belong to the Dovonport Borough, the sum of £425 to be paid to the County Council. £300 of which was by way of compensation. The Mayor thought that the piece of land in dispute should not again be used as a cemetery, since the wording of the Act rendered it necessary that the cemetery should be outside the borough. Mr. Nioool read a oopy of the award of the Comptroller>General, which was received. Charitable Aid Board Election.—The Mayor was appointed the representative of the borough at the Hospitable and Charitable Aid Board election, to be held on the 2-i*,h instant. ■ Reports.—-The Finance and Legal Committee reoommended that the engineer bo instructed to report as to the cost of repairing the roads in Hastings' Block, mentioned in Messrs. Duder's letter, and that the Government be requested to appoint the Council trustees of the cemetery. The committee passed a number of accounts, and the report was adopted. The foreman of works reported that the roads of the borough had been out up through the oart traffic, and a good deal of money had been spent in repairs. Mr. Savage also drew attention to the fact that through the indiscriminate taking of metal from tbe Council's pit, it was probable that all the metal would be used in one year from date, The report was adopted. It was agreed, "That notice be given to the persons carting metal from the Church-street pit that after Saturday next no further supply of metal from the pit will be allowed for the purpose of repairs outside the borough without the permission of the Council" Watbr Wbll Trial.—Mr. Enox forwarded a statement of a trial of the well in Victoria Koad, the property of the borough. It was resolved "That Mr. Knox be instructed to continue pumping the well for 24 hours." By-Law No. I.—Reeolved, "That the seal of the Counoil be affixed to by-lay No. 1, a copy to be forwarded to the Colonial Secretary." . ••.: f b.. < ,«j ; • ■ ■■>• •"■.'. Sheppard was appointed to the position, Bathi*h3-hooßß,— Agreed, "That the Council contribute £1 for £1 up to £30, to supplement public subscriptions for the enlargement of the bathing-house,;" It was resolved, on the motion of Mr. Duder, "That an embankment be made on the foreshore at the bathing-house, at a coat of £5."
