His Imperial Majesty the Czar, who is on a visit to this city, was waited upon to-day by the Mayor, who presented the usual offering of bread and salt, accompanied by a loyal address. The address stated that the restoration of the status of the Black Sea fleet had tended to strengthen the belief that the cross would shortly shine not only above the dome of Moscow but on that of St. Sophia, at Constantinople.
