[BY TELEGRAPH.OWN CORRESPONDENT.! J Wellington, Monday, j MOVEMENTS OP MINISTERS. The Hon. Mr.- Larnach left < Wellington this morning by the Government steamer StellU for the Soatb. The Hon. Mr. Tole transacted business to-day in his office, Government Buildings. The Hon. Mr. Ballance is not expected to return before the 6th of April. The Premier will return early next week. The Hon. Mr. Buckley will be absent for a fortnight. THE ERRONEOUS TELEGRAM FROM THE LONDON TIMES. Sir J. Vogel gives the following explanation of the erroneous telegram as to the intention of the Government to raise a loan of a million and a-half during fchs present financial year. The explanation of the letter to the Times, written by AgentGeneral is as follows : — The Colonial Treasurer cabled to him, "If borrow this year not exceed million and a-half, including Trunk loan." Doubtless it was this the Agent-General communicated to the Times. THE FRENCH VICE-CONSUL. Visconnt Joffroi, the newly-appointed French Vice-Consul, had a long interview to-day with Sir Julius Vogel. The Hon., Mr. Tole was present during the interview. EAST AND WEST COAST RAILWAY. It is said that the columns of the Hansard are being put to a somewhat novel use. Copies of the former speeches of the Hon. Mr. Stevens, the Hon. Mr. Rolleßton, and other members of both Houses who oppose the present construction of the line, are being printed and circulated in large numbers through the provinces of Canterbury, Nelson, and the West Coast. STARTLING DISCOVERY. Captain Loveday this morning, while sawing some firewood, observed a cartridge of dynamite embedded in the block he was operating upon. There was at least two ounces of dynamite in the hole. The charge was quite sufficient to wreck any fireplace subjected to its explosion. The explanation of tbe matter is said to be that dynamite iB j used in felling trees, and that this was a | charge which missed fire, and was left in , the wood. Captain Loveday is a military man, and at onoe recognised the destructive material. An inexperienced person might have lost his life.
