PARNELL BOROUGH COUNCIL.

The regular me?ting of the Parnell BorougE Council w;as held last evening. Present z. His Worship the Mayor, Councillors Winks, Clarke, Hood, MeCabe, Mullins, Barber, and Brown. The minutes of last meeting were read and confirmed. Headings of outgoing.. letters were also read. :• Br-LAW.'—lt . was agreed to fill in the date fin which the waterworks by-law recently passed should come into operationat the. Ist of November, and the seal of the corporation was affixed to it. : Alpha Road.—The application of Mr. - Bagley to. pay half the cost of asphalting ,or.:.forming a concrete footpath- in front of h£s..,,'ipr6perty, ■ Alpha-road, had been deferred!—lt was now agreed to reply that the Council intended as soon as- possible ■to?form the whole footpath, and did not ■think it desirable at present to do it insmall portions. . i Night Soil Contbact.—Mr. Wilson'sapplioation for compensation, on account of "the bad state of the roads, owing to the drainage works, was considered. The contractor said he could not accept the offermade .by the Council of 10s a week, provided he completed his contract to the -Council's . satisfaction.—: Mr. Hill, Inspector of Nuisances, reported that the latter portion of the contract was not satisfactorily performed, and a month should be knocked ;off.r—lt was agreed that £1 12s 6d be paid to-Mr.,, Wilson in full, for extra labour, on account of bad roads.

: Street ■.: Line.—Edward Stillwell, who:had- received notice that his buildings and fences encroached on the road, asked for particulars and a building line.—The application, was referred to the Streets Committee.

".Drainage Contract.—The consideration, of the drainage : contractor's account had been deferred from last meeting.—The Mayor said thai Mr. Mulliiis and himself had interviewed the engineer.3 in regard to the items. —Jt was agri-ed to. pay the further sum o£ £350 on account,- and that the account be referred back to the Finance Committee to finally, examine and report.

■ Contractor's Gaol Account."—Mr. B. McDonald, cartage contractor, wrote authorising the Council to pay £6, more or less, tothe governor of the gaol, same to be deducted from his contract. The amount due, according to Mr. Rieton's account, was £7 2s. He would be allowed to cart the remainder of ,tho metal on the Council guaranteeing payment".—The guarantee x had been given, and. the letter was received.

Raixor/s Bcildisgl—Mr. Campbell asked the Council to see about the shed next to bis place in York-street. This was reported tobe a ruinous building or- the property of Mx... Hamilton.—The Inspector of Nuisances had give x ■ oticc to remove the building, and it was to reply accordingly. Wiim Supply.—The Town Clerk o£ Auckland wrote, that the Waterworks Engineer was making due provision for laying the. pipes to the borough boundary. Sei.wyn Terrace.—Mr. J. D. Mullins reported thit the cesspit and branch drain in Selwyn Terrace were now in good order.— The thanks of the Council were tendered to ■Mr. :Mullins for the action he had taken, m. this matter. Wisdsor Lane.—Mr. J'. McCallum drew attention to the drainage at the foot ofi Windsor-lane, and offered if the Council found the pipes'to pay the cost of draincutting and laying pipes from his junction to» the main at St. George's Bay, and allowing him to connect houss drainage with same.— Referred to the Streets Committee to report. —Mr. KeaU wrote in regard to a notice he had' received to connect his houses in St. George's Bay with the main drain, that he had- connected with the existing drain. Ife appears the drainage was into an open drain,. not the borough drain. The Council had decided that it was a nuisance, and must bet - discontinued;— The whole matter , was referred to the Works Committee.

"Salisbury-street.—The Mayor said now that the summer was approaching, something should-be done with the nuisance existing from the cesspits. Something should be done at once, and he suggested that the committee should examine the place with a view* to some ! definite action being taken.—The question of the York-street cesspit was referred to Mr. Mullins with power to act. The other matter was referred to ' Mr. Mullins to bring up a report at next meeting. He made a suggestion as to how the work should be carried out.

Crossing —Mr. McCabe applied to have a crossing made for a buggy at his place, Char-ton-street, Parnell.—Application granted on the usual terms.

, Cesspit, Gibraltar Crescent.—Mr. KiFfoyle requested that another cesspit be constructed on the northern side of GibraltarCrescent.—The Maj or said it was necessary something should be done. There were grounds for complaint, and they should adopt, some plan to ; remedy it. —The Foreman of Works was instructed to continue the 9-inch. pipe higher up, and put in another cesspit under the committee's instructions.

Accounts. — Current accounts to the amount of £45 ss, 0d were passed for payment.

,:■ : :.W6kks Committse. —The Works ■ mi'ttee reported :—They recommended that "permission be granted to Mr. Hodgson to: make a crossing. The committee deferred makiDg any recommendation as to Hobson's Bay drainage pending a report from the foreman. On the question of forming footpath, and water channel—that the attention of the Engineer be directed to the dangerous condition of the cutting in Cleveland-street. They recommended that the sum of £10 be paid to Mr. Braeewell in full of all claim for drainage to his house, and failing his acceptance of that amount that the repairs be done nndei; the inspection of Messrs. Hood and Mullihs. —The report was adopted. Committees.—The various committees of the Council were re-constructed, such being deemed necessary in consequence of th& I recent election having altered the personnel I of the Council.
