TO THE EDITOR. Sib, —Your facetious correspondent " Cacoethes Soribendi Roti," is puzzled to know whether the Board of Education recommend garters to be worn above or below the knee. Hedieists are pretty well agreed upon the point that all garters which merely encircle the leg below the knee, tend to compress the veins and impede the circulation of the blocd. A local invention, however, known as the " hygienic kneelet," removes the difficulty, as it has no tendency to produce varicose veins. When in use, the kneelet simply forms the figure 8, acting as a double garter above and below the knee.—lam, tic., Physicist.
