[BY TELEGRAPH. —PRESS ASSOCIATION.] \Vkllinoton, Thursday. The following regulation regarding "reply paid" and "collect" telegrams is gazetted • "The sender of a. 'reply paid' or'collect' message must, if requested to do so by the olficer in charge of the telegraph station, lodge a sufficient sum of money to cover the cost of the reply or collect message. Any surplus of cash will be refunded upon delivery of the reply, and the mcney lodged with a collect messag* will be refunded when the recipient has paid the charges."
