BY CABLE. [reuter's telegram.] EASTERN QUESTION AGAIN OPENED. Vienna, January 20. Telegrams have been received announcing that actual hostilities have now commenced between the Austrian troops and the insurgents in Herzegoj vina. Fighting has already taken place at several places, but no en"a"-e----nient of any serious character is as yet reported as having occurred. Certain recent action on the part of the Turkish Consul at Ragusa, the seat of the Dalmatian rising, having been reported to the Austrian Government, the latter, it is announced, has sent a strong protest to the Porte on the subject, complaining of the attitude which has been assumed by the Turkish Consul in favour of the Dalmatian insurgents. FRENCH SENATE REFORM. Paris, January 20. In the Chamber of Deputies last night, the Bill introduced by M. Garabetta, providing for the revision of the Constitution of the Senate; and the rearrangement of its electoral system, and its powers, came up for discussion. After some debate, it was decided that the measure should be referred to a committee. The Chamber then proceeded to the election of the latter, with the result that the committee chosen was composed of deputies whose pronounced opinions have been hostile to Gambetta's measure of reform. CONSPIRACY IN INDIA. London, January 20. The Daily News to-day publishes a telegram from India, stating that a serious conspiracy has been discovered in the independent Native State o£ Nepaul. The Maharajah caused eight of his notables to be arrested, and twenty-one of his officers, who were proved to have taken part in the conspiracy, have been summarily executed. CESSION OF TERRITORY. London, January 19. Further intelligence is to hand regard-1 ing the peace settlement arrived at | between Chili and Bolivia, announcing that the treaty provides for the cession to Chili of a strip of Bolivian territory lying between the Andes and the coast, and bounded on the north and south by the Peruvian and Chili frontiers respectively. ♦ ———•
