BY CABLE. [RKUTEK'S TELEGBAMS.] ANGLO-FRENCH COMMERCE. Paris, December 13. In accordance with the understanding arrived at last month between Sir Charles Dilke, M. Gambetta, and M. Rorvier, formal negotiations have been opened between the French and English delegates with a view to the conclusion o£ a commercial treaty. Sir Charles Dilke, the British Foreign Under-Secretary, is not, however, at the parleying which is now proceeding. NEW AMBASSADOR AT ST. PETERSBURG. Paris, December 13. It is announced that Chandordy has been appointed to succeed General Chanzy as French Ambassador to the Russian Court. DEFENCE OF PROPERTY IN IRELAND. London, December 13. A large and important meeting was held to-day at the Mansion House, when an influential committee was formed for the purpose of raising money for the defence of property in Ireland. FUNERAL OF THE FIRE VICTIMS. Vienna, December 12. The funeral of the victims of the recent fire was publicly performed today. The ceremony was of a most imposing character, and was witnessed by many thousands of people. GUITEAU SANE. Washington, December 12. A conference of experts has been held by order of the Court, at which it •was unanimously decided that Guiteau is perfectly sane. POSTMASTER-GENERAL RESIGNED. Washington, December 12. Mr. James, United States PostmasterGeneral, has resigned, and been succeeded by Mr. Frelinghuysen. AMERICAN WARNING TO CHILI AND PERU. Washington, December 12. Despatches have been published in which Mr. Blaine, Secretary of State, warns Chili and Peru that the working of any European Power will produce more active intervention on the part of the United States. Mr. Blaine urges the two countries to come to a settlement without any cession of territory on the of Peru being required. LONDON WOOL MARKET. London, December 12. Fourth series of wool auction closed to-day. The total quantity sold was 120,000 bales, 10,000 bales being held over for the next series. Fair competition was experienced at the closing sales. LONDON MARKETS. London, December 12. Consols are 995-. New Zealand securities, colonial breadstufls, and tallow are without quotable change. The New Zealand Loan and Mercantile Agency Company have received the following report:— London, December 12. Wool.—The sales closed firmly at the level of last sales on the 12 th (to-day). The total quantity sold during the past sales is 125,000 bales. 10,000 bales have been held over for future disposal; 45,000 bales have been taken for export. Combing, scoured, has advanced Id per lb. since the close of the last sales ; combing, washed, market firmer ; cross-bred, coarse rough, washed and scoured, market easier; lambs', market easier.
