Some time ago, when Dr. Wai Us was charged with breach of the promises; which he had made to the Good Templart, he authorised Mr. Waymouth to publieh has replies to their principles and questions. Some delay took place in procming a copy of. the document, but it has now been obtained, and we are requested to publish it. The following ia the note ti> the candidate, and the principles and questions, with the answers of Dr. WallU :— Sir,—The above committee respectfully request the expression, at yonr earliest convenience, of yonr assent to, or dissent from, each of the following principlei; also, replies to the questions at the end. Your answers will not be made public, but will be naed by the committee in recommending to electors, who are members of the order, those candidates whom the committee deem eligible. PRINCIPLES. Ist. The giving to the people direct control over the granting of licenses for the sale of intoxicating liquors.—Yea. 2nd. The election by the people of the licensing officers.—Yes. 3rd. The allowing of a district, by a two. thirds majority of its adnlt inhabitants, to prohibit all public sale of intoxicating liquors within the distriet; and the providing that, upon the request of not fewer than twenty householders, any district shall be tested by a poll by ballot of its inhabitants, to be taken by the proper officer, and that no district shall be re-tesied within a less period than three years. —Yes. Making the granting, or the renewal j of any licence contingent upon the applicant producing a certificate in favour of the same, signed by a majority of the adult inhabitants of the district, the signatures to be verified on oath in open court.— No. sth. The refusal of a licence for any premises to bar re-application in respect of the same premises for twelve months.—Yes. 6th. The effectual suppression of the Sunday traffic in liquors, excepting in the case of lodgers and bonafide travellers. —Yea. 7th. The prohibition of all extension of licenses from the premises in respect of which they are granted.—Yes. Bth. Tho prohibiting of the sale of intoxicating liquors in connection with railwaye, and coastal and river steamers. —No. 9th. The prohibition of the employment of females in the sale or supply of intoxicating liquors.—Yes. 10th. The prohibition of the sale or supply of liquors to persons under fifteen years of age. —Yes. 11th. Making the seller of intoxicating liquors responsible for damage elone by, or injury suffered through, the drinker.—No. 12th. The limiting of licensing districts within auch areas as will render an Act, embodying these principles, easily workable.— Yes. QUESTIONS. Will you introduce a bill into Parliament embodying the principles to which you have given your assent; and will you endeavour to carry those principles in any Licensing Bill which may be introduced ?—I will support any bill embodying the principles to which 1 have assented. Will you introduce or support a motion for a Parliamentary committee to inquire into the working of the licensing laws of the colony, with a view to efficient legislation. Such committee to have power to call for persons and papers ?—Yes.
