PARNELL BOROUGH COUNCIL.

The fortnightly meeting of the Council was held yesterday evening, in the office, Manukau Road,—His Worship the Mayor (Mr. W. Coleman) in the chair. Present: Messrs. Odium, Cousens, Forgie, Clarke, McKenzie. Robinson, Wood, Winks, Strange. Posts.—Permission was given to Mr. Melton, of the Alexandra. Hotel, to erect two posts at the edge of the footway outside his hoteL Harbour Board Representation. — The Mayor brought under the notice of the Council the approaching Harbour Board elections. It would be the duty of the Council to send one of its members to represent it at that Board.— After some conversation, the Town Clerk was instructed to convene a special meeting of the Council to consider the subject. Salary.—lt was resolved, in reference to the application of the Sanitary Inspector for increase of salary, that the request could net be entertained at present. Compensation - Claims.—A letter was receiyed from Mr. Leahy, trustee for one of the claimants, on account of property abutting on the Parnell Rise improvements.—Mr. G. M. Mitford was appointed assessor on behalf of the Council. Rates.—Upon the suggestion of the Mayor, the Town Clerk was directed to insert a notification in the newspapers for the purpose of getting in the rates. Gas Companies Claim.—Messrs. Clarke and Cousens were appointed a deputation from the Council to wait on the company, and offer half the amount of claim, without prejudice. Reports.—The Foreman of Roads and the Sanitary Inspector brought up their reports, but they contained no features of public interest. The Peach Contract.—The contractor sent in a claim for the amount due to him, which the Council at first refused to pay, the consideration of which was deferred from time to time in consequence of the dispute between the contractor and the former surveyor, who refused to pass the work, and alleged that, the contractor had not done the work within contract time, and in effect had exceeded his time by several months. The particulars of this dispute have been several times published. Mr. Strange retired.--Mr. McKenzie moved "That the contractor should be paid the full amount claimed (£100)." He considered it wrong that the contractor should be so long kept out of his money.—Mr. Odium seconded the motion. —Mr. Robinson said there could be noway of settling the matter now except by going to law or by arbitration. He moved an amendment, 1 That the whole claim should be referred : to arbitration."— Mr. Winks seconded the ! amendment.—The amendment was put, and four hands were held up against, and four in favour of it. The Chairman gave hig casting vote in favour of the amendment.— The original motion was put, and declared to be negatived.—The amendment was, therefore, carried.—Mr. Cousens moved an amendment, seconded by Mr. Forgie, " That the sum claimed, less £35 (penalty), be paid."—This amendment was put, and only two hands were held up in favour of it. - Amendment negatived. —It was resolved that Mr. Hesketh (Hesketh and Richmond) should be instructed to draw up the submission to arbitration.
