In his speech at Wanganui Mr. Ballance said he thought tho Government had overlooked the great colonising principle of cooperation, that whilo liberal concessions were rnndo speculators like Fielding and Broomhall, who brought a needy and indifferent class of immigrants, the young men of tho colony, as well as those now employed on the public works, received no encouragement to establish homes.
