It is desired that the foregoing service may be so arranged as to admit of one of the two vessels generally being at the Se*t of Government. It will also require the contract to be so expressed as to permit the Government, whenever it may so desire, to employ the unengaged steamer upon special service, st a daily rate of remuneration, to be settled in the contract. In corsideration of the subsidy to be given by the Government, the contractors to carry H.M. mails, Governii-ent officers on duty, and police and prisoners free of charge, save such as may arise for maintenance while on board.
