It will also require the contract to be so expressed as to permit the Government, whenever it may so desire, to employ thc unengaged steamer npon special service, at a daily rato of remuneration, to be settled in the contract. In consideration of the subsidy to be given by the Government the contractors to carry H.M. mails, Government officers on duty, and police and prisoners of charge, save such as may arise for maintenance while on board.
