that capital is being more profitably employed in other enterprises. If we do manage to get rid of a few thousands, this Bhould be looked upon as proof positive of the confidence the colonists have in their own securities. If the railways and public works have not progressed as was foretold, this is mainly due to tho prudence exhibited by Ministers in not rashly pushing on workß by "which much labour would have been absorbed, to the detriment of farmers and other industrial interests. If too many lines have been undertaken, it arose from tho desire of Ministers to meet the wishes of the electorates. In winding up with a financial statement, a Colonial .treasurer must always have a surplus. This is most important. Tho surplus can always he brought out by a judicious expansion of figures as herein illustrated by three by multiplied by three, and again into itself if need be. It is as well not to liave the tabies Ato D, nor tho appendices G- to 3j, placed in the hands of members at the time of delivering a financial statement. You can inform the House that enormous pressure of work in tho Government printing department lias prevented this being done. It is reckoned that, in this colony, there are four members who have the capacity to unravil a financial statement, two ot whom would on no account trouble themselves ; and, if there is not a pair of vacancies for the other two, then the public departments must be very badly mismanaged."
