Diiah Duinkins and Publicity.—ln the town of Stirling, Illinois, they have resorted to a novel expedient to restrain rum-eelling. They have passed an ordinance restraining any keeper of a drinking shop from painting or staining his windows, or for using for them a screen or from doiag anything which Bhall prevent passers-by from looking in, and thus see plainly who is indulging in liquid refreshments. We fear, says the New York Tribune, that the consequence will be that tipplers iu Stirling will soon bo lost to all sense of shame, and quite willing to take their quenchers ®*® u in the presence of the entire population of the Unitd States.
