Gentlkmen,—As one of the out-going Councillors, again offering myself for your suffrages, I consider it my duty to express my views on the most important questions now before the public. As to the water scheme, T am opposed to an extrnvagaut amount being borrowed ; and I moved in the City Council, as an amendment to the resolution, seconded by Mr. Macready, as to borrowing £100,000, " that the sura'do not exceed £100,000." lam also opposed to cutting down streets, when more important ani necessary .works should be carried, out. I will support a fair distribution of the loan and city rates. I belong to no clique, and have endeavoured to the best of my ability to break up the old clique, and this is the reason why a " dead set" is made against me by them. I have endeavoured to.act Independently in the Council, and will continue to do so, if favored with your confidence. I am. your obedient servant, FREDK. BUGDEN.
