THE HIGHWAYS ACT.
To the Editor of the Herald. Sir, —In your report of the debute on the Highways Act- Amendment Bill, I am reported as stilting that I thought the rating by the value to sell unjust.. This is incorrect. What I did say was, that acreage-rating was just, on the principle of protecting the labours of the struggling settler. This is very different from saying what is imputed to me. I believe it quite as unjust to rate tho pioneers of civilization, in their efforts in opening up a new country, on tho value to sell, as it would be unjust to tax the ratepayers in Parnell or Onehunga by the acre. —I am, &c., J.
