SIR, —We, the undersigned miners and others inhabitants of the Thames Gold-Fields, and electors of tho District of Franklyn, desire that we may be represented in Parliament by a man who will advocate our interests, and uphold our rights. Such wo believe we shall find in you, and we thereloro request that you will permit yourself to be put in nomination at the approaching election, when we pledge ourselves that we wi'l use every effort to securo your return. GENTLEMEN,— I have received a Requisition signed by 727 inhabitants of your District, resident on the Thames Gold Field, the holders of miners' rights and business licenses, requesting me to allow myself to bo nominated for the seat in tho House of Representatives vacant by the resignation of Mr. Robert Graham. It would be a neglect of duty on my part if I refused to comply with the request made to me by so numerous and influential body of requisitioniets; I therefore consent to stand. You will naturally expect some expreision of political opinions from ono who hftß not hitherto t en part in public affairs. I am in favor of tho application of the principle of local self-government to the out-districte in every province of the colony. I shall be prepared to vote for such an extension of the same principlo as will give to that part of your district situated at tho Thames, and to such other parts of the province of Auckland aa may require it, a full control over the local and other revenues raised within their limits, subject only to suoh deductions as may be necessary for the satisfaction of the Public Creditor. The Gold-Field Act at present in force, in my opinion, requires alteration, so far as the Thames goldfield is concerned, with respect to tho necessity of having a separate miner's right for each share held. If returned, I shall endoavour to secure such an amendment of tho Act as will meet the necessities of the case. j The export duty on gold is at present, as you are aware, 2a. 6d. perounco. As the value of Thames gold is, on the average, far below that found in any other portion of the colony, a drawback should therefore be allowed on all gold at present exported from the Province of Auckland. Thi3 drawback I shall endeavour to obtain. I am opposed to the imposition of additional taxation on the Colony generally, and shall support any Government prepared to make an honest effort to reduce colonial expenditure. Previous to the day of poll ng I will address you more fully on the above and other subjects, and will afford you an opportunity of questioning me freely upon Ijhem.
