In Matamoras, 1500 houses were blown down. • Subscriptions have been opened in New York for Mrs. Lincoln ; her clothing and jewellery are withdrawn from sale. The Times correspondent says .Republicans and Democrats have an even start for the Presidential election. Grant has not yet declared himself; whichever side he takes wins. Leading negroes have been prosecuted for incendiary speeches at Alabama. The Radicals propose a eweeping disfranchisement of rebels. A Virginian judgo was arrested for withholding justice to loyal men. It is reported that tho President refused to give reasons in ti o Senate for removing Mr. St nton from tho Ministry of War. • Buspian America has been formally transferred to tho United States. A revolution at Porto Bico imminent. CANADA. Ihe new Parliament opened at Ottawa. Gait has resigned as Minister of Finance.
