And soon, increasing two shillings for every additional ounce or fraction of an ounce. 9 ._ To Naval Seamen and Soldiers. Letters sent to or by Seamen and Soldiers in Her Majesty’s Service will be transmitted within the Colony, and between the Colony and any Post Office in the British Dominions, at a charge of One Penny, provided that the following regulations are observed : 1. Each letter must not exceed half an ounce in weight. t 1 2. It must be superscribed with the name of the writer, his description or class in the Vessel or Regiment, and signed by the Officer at the time in command. 3. The postage must be prepaid. Every letter of this description, posted or received in this Colony, not in accordance with the foregoing regulations, will be treated as an ordinary Letter. The postage upon these letters must in all cases be Daid in advance. 10. —Free Letters. Letters on the Public Service, of Her Majesty’s Naval and Military Forces are exempted from the payment of postage, if bearing the words “ On Her Majesty’s Service,” and theWgnature of the oflicer m command of the Force on the Service of which the Letter is despatched. But such letters, cannot be transmitted by any irregular route, or one entailing additional expense on the Colonial Government. • Letters on the Public Service of the General Government of the Colony are transmitted free by post, if bearing the words “On the Public Service only,” and the signature of some officer of the General Government authorised to frank Official Letters. BANKERS’ PARCELS, Containing only Bank Notes, Orders, Bills, and Promissory Notes, Cheques, Passbooks, or Bank Returns sent by or to any Bank, or Banker, within the Colony, (provided such parcels are securely closed and sealed, and contain, no letter or communication in the nature of a letter, and bear along with the address of such parcel, the words ‘‘ Banker’s Parcel, without Letter,” subscribed by the sender of such parcel, with his name and address,) shall be received as Book Packets and shall be transmitted, within the colony, at the same rate as Book Packets. REGULATIONS. > Prepayment by Stamps.—All letters, packets and newspapers if liable to postage, posted in New Zealand must be prepaid by affixing postage labels of the Colony of sufficient value. Loose Letters.—All letters received from beyond seas, at any Post-office in this Colony, which have not been regularly posted at the place of despatch (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letters which it is not compulsory by law to send by post, in which case they are chargeable with the, inland rate of postage’only. Insufficient Payment. Letters and packets liable to more than one rate of postage, and addr. ssed to places within the Colony, or to the United King dom, if bearing at least a single rate, will be forwarded, and charged with the postage deficient, and another single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned to the sender in all cases where practicable. Newspapers, if posted without prepayment of the full amount of postage chargeabl ■, can neither be forwarded to their destination nor returned to the sender ; but will be delivered or forwarded to the person addressed, on application, within six months, at the office where the same were posted, and payment of the deficient postage in stamps. This rule applies also to letters for the Colony of Victoria. , Registration.—Any person can have a letter registered by affixing on it by means of the proper labels the amount of the registration fee, in addition to the proper postage, and presenting it at a Bust Office during office hours, and at least one hour before the closing of the Mail by which it is desired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered letter by entering it on the letter bills, and obtaining a receipt for the same on delivery. As the Post Office, however is not responsible-for the loss of any letter, whether registered or otherwise, persons sending Bank Notes or Drafts are advised to take the numbers and particulars, and to cut the Notes or Drafts in halves, and to send them by different posts. , Re-direction.—Letters, Newspapers, and Packets will be re-directed from o e Post Office to another on the written instructions of the person addressed, but on re-direction are chargeable with a new and distinct rate of postage, to be paid on delivery. Penalties. —A'y person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter m any Newspaper or Book-packet, is liable to a penalty ot £2O. Size and' Weight —No Book-packet or packet of newspapers will be received, ,nor will any Postmaster be required to receive any letter, if it exceed two feet in length, one foot in width or depth, or three pounds Book-packets to be open for Inspection. Every Book-packet shall be sent open at the ends or sides, and there shall bo no enclosure sealed or otherwise closed against inspection sent in or with such packet, nor anything printed or written in the nature of a letter. .... i Contents.—With the above limitations, a Bookpacket may contain any number of separate books, maps prints, or photographs, and any quantity o paper, vellum, or parchment either printed, written on, or plain, (elusive of anything in the nature of a letter, whether sealed or open), with the binding, covering, or mounting attached or belonging to su book, print, map or phograph, and »!! things legitimately appertaining to or necessary for the transmission of any enclosed literary or artistic matter, but exclusive of glass in any form. The- names and addresses of the sender may appear on the cover. Overland Carriage.—No Postmaster will be required to receive any Book-packet for transmission by an overland mail, if from its weight or any other cause the packet appear calculated to retard the carrier. Letters for any of the above places forwarded to the United Kingdom, via Marseilles, are chargeable with the French postage (under half an ounce, Fourpence ; exceeding half an ounce, but not exceeding one ounce, Eightpence; and for every further ounce or fraction of an ounce, Eightpence ) in addition to the rates already specified. 2. Letters and Newspapers for Holland are chargeable on delivery with postage for conveyance between the United Kingdom and Holland. 3. Book Packets for the United Kingdom, via Marseilles : —Not exceeding four ounces, Bd.; above four and not exceeding eight ounces, Is. 4d.; above eight ounces and not exceeding one pound, 2s. Bd.; above one pound and not exceeding one pound and a half, 45.; above one pound and a half and- not exceeding two pounds, ss. 4d.; and so on, adding one shilling and four pence for each additional half pound or fraction of half a pound up to three pmmds. Letters for the other Countries specified may be either paid iii' advance or forwarded unpaid, at the option of the sender. f Registered Letters.—Letters addressed to all those countries and places to which, according to the foregoing Table, the entire postage to destination can be paid in advance, may be registered at the desire of the senders, and in such case the postage must be so prepaid , and at double the rates of postage chargeable for ordinary Letters, together with the Colonial registration fee. Letters weighing over one ounce are charged at the above rates per quarter of an ounce. TABLE B. Rates of Postage on Letters sent, via the Uniied Kingdom, to Germany and certain countries, the correspondence of which passes through Germany. (Inclusive of the Colonial Ship Postage—Sixpence a single (rate.)

The rates iuciude the Colonial Ship Postage (no exceeding half an ounce, sixpence; above half an ounce and not exceeding one ounce, one shilling; and so on) and the Foreign Postage. The former must be prepaid, but the latter (the difference between the Colonial Ship Postage and the amounts given above) may bo prepaid or left to be paid at destination, at the option of the sender.—Letters upon which the above Foreign Postage is left unpaid will be liable to an increased charge on delivery. Registration.— Letters addressed to any of the countries named above, may be registered,, but upon all such letters the combined foreign and colonial postage must be paid in advance and in addition one shilling and sixpence for registration, except on letters addressed to Russia Poland and, which will be charged one shilling ami tea pence for registration. Newspapers and printed papers. Newspapers and Printed Papers of every kind may also be forwarded to Germany and to the following Countries through Germany at the undermentioned notes, in addition to the Colonial Postage —

Through the United Kingdom, via Marseilles. Letters, &e.. for any of the above-named Countries, intended to be forwarded through the United Kingdom im the Mails sent via. Marseilles, will also be chargeable with the French transit rates.
