By His Excellency Culonel Thomas Gore Browne, Companion of the most Honorable Order of « the Bath, Governor of the Colony of New Zealand, &c, "VVriTEREAS by an Act passed in the Ses- »»• sion of Parliament held in the fifteenth and sixteenth years of Her Majesty’s reign, intilled “An Act to grant a Representative Constitution to the Colony of New Zealand,” it is amongst other things declared, that no Bill which shall he reserved for the signification of Her Majesty’s pleasure thereon shall have any force or authority within the Colony of New Zealand until the Governor of the said Colony shall signify—either by speech or message to the Legislative Council and House of Representatives of the said Colony, or by Proclamation—that such Bill has been laid before Her Majesty in Council, and that Her Majesty has been pleased to assent to the same: And whereas on the Kith of September, 1854, a certain Bill passed by the Legislative Council and House of Representatives of the said Colony, entitled “ An Act to authorise the General Assembly to empower the Provinci.il Councils to enact laws for regulating the sale, letting, disposal, and occupation of the Waste Lands of the Crown,” was presented to the Officer administering the Government of the said Colony fur Her. Majesty’s assent; And whereas the said Bill was reserved by the said Officer for the signification of Her Majesty’s pleasure thereon ; And whereas the said Bill so reserved as aforesaid has been laid before Her Majesty in Council, and Her Majesty has been graciously pleased to assent to the same: Now therefore I, the Governor of New Zealand, in pursuance of the provisions of the said in part recited Act,Do by this Proclamation signify and proclaim to all whom it may concern, tint the said Bill has been laid before Her Majesty in Council, and that Her Majesty, by and with the advice of Her Privy Council, has been pleased to assent to the same. WHEREAS by an Act bearing date the fifteenth day of September, one thousand eight hundred and fi ty-five, passed by the Governor of the New Zealand Islands by and with the consent of the General Assembly, intituled “ An Act for the Naturalization of certain persons in the Colony of New Zealand.” It is enacted, inter alia, that all and singular the persons who shall be declared to come within the operation of such Act, by any Proclamation to be issued in that behalf by his Excellency the Governor, shall be dtemed and taken until the next session of the General Assembly to be natural born subjects of Her Majesty within the Islands of New Zealand. Now therefore, I, the Governor of the Islands of New Zealand, in pursuance of the power and authority in me vested by the said in part recited Act, do hereby proclaim and declare that the persons whose names are underwritten shall be deemed and taken to be natural born subjects of Her Majesty from the dales set opposite their names, until the next Session of the General Assembly, as fully to all intents and purposes as if their names had been inserted in the Schedule annexed to the said Act.
