Additional regulations, under the War Regulations Act, 1914, published in a Gazette Extraordinary to-day, 'provide that no person shall enter on board a seagoing ship other than ono exclusively engaged in the coastal trade of New Zealand, while such a ship is moored alongside any wharf or is iu any harbour in New Zealand, without the permission in writing of a military authority or the owner, master, or agent of a ship. This regulation docs not apply to any person in the service of the Government of New Zealand who enters vthc ship on duty, or to any person employed by the harbour authorities, and entering a ship on duty; or any member of the ship's crew,'or any person who lias engaged a passage in a ship. The mastqr of any such ship shall maintain a sufficient guard on each gangway by which a ship can b? entered. If the master, or any member of a ship's crew, permits any person to enter, or negligently fails to prevent any person from entering.on board a ship in contravention of these regulations, he shall be guilty of an offence against these regulations, and shall bp liable accordingly. Any constable, oflicci' of the customs office, lie Defence forces, or the master or any officer of a ship who enters, or is reasonably suspected of having entered, or being about to enter any ship as a I breach of these regulations.
