The formula—to which the National Liberals, the Centre Party and the Majority Socialists have agreed—demands that Dr von Bethmann-Hollweg shall adhere to his standpoint of August, 1914, that the war is not a war of conquest, and that the readiness for peace demonstrated in the December Note still holds good. It is officially announced that Dr von Bethmann-Hollweg will accept this middle party, excluding both extensive annexations and peace without annexation or indemnities. The Berliner Tageblatt announces that Dr von Bethmann-Holl-weg's position is now very strong, as he enjoys the Kaiser's full confidence. . The Lok.a.l .Anzeigcr, however states that the National Liberal Party unanimously voted that the Chancellor was no longer worthy of its confidence. Herr von Breitenach, the German Minister of Railways, states that the Prussian Minister has resigned, together with Herr Zimmermann, Dr Helfferich and Dr Solf, to enable Dr von BethmannHollweg to offer portfolios to representatives of the various parties.
