I POSTAL REGULATIONS. INFORMATION FOR SENDERS. The Postmaster-General advices that the rates of postage on' precis addressed to soldiers and nuises of British, New Zealand, Australian, or other colonial 6r allied troops on active scr. vice in England, Egypt Flanders, I'ranee, and Mesopotamia or,any other part of the world are as follows: .
