Anyoncnvho professes to know when. compulsion will be brought into operation is simply indulging in speculation, It is impossible for anyone to speak from .detailed knowledge. I have said that the Government will not introduce compulsion until somewhere about the Twentysecond Reinforcements, for the reason that we cannot get the machinery ready before then. Section 35, dealing with families, would be brought into operation when the enrolment of the first division is completed."
