GREATEST ARTIFICIAL HARBOUR.

•v — When the works now In progress at Dover are completed; England will be'in the proud position of owning the largest artificial harbour in the world, and Dover will have realized her ambition of becoming a national harbour, a place of refuge for nien-of war, and the rendezvous of fleets in time of trouble.
