But there is one bill which 1 am afraid has not been thought of, and that is that a law should be pasted at once, which would do more practical good to the Great Mogul than all tho bills previously passed for his enjoyment. It is to the eflecb that he be compelled to cultivate, grow fruit, vegetables, etc., in his little garden plot for the benefit of himself and his family when out of employment, and for not doing so, or found loafing at tho street corners, while such has been neglected, be fined or irnpiisonod.
