The debate on the financial proposals of the government was brought to a close at an early hour this morning, whpn a division waa taken with the result that the budget was rejected by a majority of 12, notwithstanding that Mr Gladstone had announced that the government would make its acceptance a cabinet question. An amendment proposed by Sir Michael Hicks-Beach condemning the proposed increase in duty on beer and spirits was then carried. In consequence of the adverse vote the resignation of ministers is expected. Ia the House of Commons yasterday, Lo-td Edmund rjitzraautice, Parliamentary Under-Secretary for Foreign Affairs, stated that government boped for a renewal of the negotiations with Spain for a commercial treaty between the two countries.
