In tho Council to-day, after tho routine business, 001. WMtmoro gavo notico that | Agont-Genorals ought to bo appointed for a limited term, fixablo by Parliament. First reading : Mr Whitaker's General Harbor Act Amendment Bill. Second reading : Awatore Shearing Reserve Bill. Third readings : Hawkes Bay and Marlborough Rivers Net Bill, and Kumara Education Reserve Bill. The Oounoil went into Committee on various little Bills. Tho Native Affairs Committee reported ou tho petition re tho Kinross case, that tho Council ought to allow its officers to appear as witnesses in any future trial, or itself institute proceedings against Mr Kinross. Tho report was objooted to by some hon. membors, who asserted that it condemned Mr Kinross unheard. There was upon this a discussion lasting over an hour, in which twelve members took part, after which the debate was adjourned on division by 22 votes to 10. Tho Council roao at a quarter to Gve.
