Charges by distance for licensed carriages shall be computed from the stand or place from whioh the carriage was hired. 20. Except in the oases in this clause specified no driver of any licensed oarriage shall permit tho same to stand elsewhere than on some publio stand. (1.) Any driver may wait for hire at any plaoe then open for publio amusement or for any publio assemblage provided he wait at the side of the street not less than 80 feet distant from a point opposite the centre of the chief entrenoe of such plaoe then open as aforesaid. (2.) Any driver hired to wait at any such plaoe of amusement or publio assemblage nay take his turn in front of such plaoe. (8.) Any hired driver may wait for his hirer at any convenitnt plaoe whioh may be appointed by suoh hirer at ths side of any street. 21. No driver of any lioensed oarriage plying for hire or waiting upon any publio stand shall unless then actually hired by some othet person or without other reasonable cause refuse or neglect to take immediately any faro not exceoding the number of persons whioh suoh carriage is lioensed to carry, nor shall any suoh driver refuse or negleot to oarry any reasonable quantity of luggage for any porson hiring or dosiring to hire such carriage, nor shall he without reasonable cause refuse or negleot to drive to any place within the Incorporated Town of Oamaru nor shall he unless required by suoh hirer drivo at a slower speed than six miles an hour. 22. No owner or driver of any licensed oarriage shall exaot or domand for the hire thereof to any place any greater sum \han may be properly ohargnable under clause 18 And in the event of any suoh overcharge boing paid, the Justices or Resident Magistrate by whom any oharge under this seotion may be adjud.oated may in addition to imposing the penalty hereinafter providod, order the ownor or drivor exaoting suoh overcharge to pay the amount thereof to the party agiineved. 28. Fares by time for licensed oarriage drawn by more than one hores.
