MUNICIPAL COUNCIL.

The usoal meeting of Council was held on Thursday, 20th mut., in the Council Chambers. Present— His Worship the Mayor (S. E. Shrimski,Esq.), and Counoillora Bee, Haggie, Hood, Miinland, Morton, Galbraith, HayMackenzie, and Falconer. The rauutei of the previous meeting were read and confirmed. The outward and inward correspondence was read. It was nsolved that Mr Smal* should have permission to transfer lease of Sees' 9 and 19, Block XWL., to Mr T. W. Hiilop. On the notiou of Cr. Bee, seconded by Cr. Morton, tho application of certain ratepayers, members of the Roman Catholic Churoh, for an additional lamp to be erected near that place of worship, was referred to the Public Works Committee, wtth power to act; and the clerk was instructed to inform Mr Spratfc that the first request in his letter had been already complied with. It was vesolred that the lease of Municipal Sec. 6, Block VIII., be put up to auction, at the upset price of L15 ; *\bo, Sec 16, Block XLYI.,- upset price L2 8s., as applied for by J. jj. Ham {'and Sec' 11, Block LXIV., upset price L2 8s., applied for by James Ayton. It was resolved that the Clerk reply to the letter, from the Thames Borough Council, with reference to formation of a Municipal League. A letter from the Hot. A. Gifford, intimating his intention to fence next Municipal Bed. 21, Block XCL, was received. The Inspector of Nuisances reported that B. M'Donald had erected wooden cottages fronting Serern-street, in contravention of Section 3 of, the Bye-laws. , Cr. Galbraith moved, endCr. Bee seconded, " That the Report be receired, and that the matter referred to be loft to the Bye-law Corn* mittee, with power to act." Carried. The Report of the Public Works Committee haying been read, Cr. Falconer moved, and Cr. Hood seconded, " That tenders be called for the formation of footpaths, kerbing and channelling of 54 . chains, in Thamesstreet, from Coquet-street to TJsk-stroet on the east side, and from Coquet-street to Torridgestreet on the west side. '' An amendment, moved by Cr. Bee, se« conded by Cr. Mainland, —that the matter lie over for a month — was carried. Cr. G*lb*aith moved, and Or. Haggie seconded, that' a portion of the ;^r_ell-tect!on 99 x 66 feet be put up for sale at an upset price of L5, applied for Mrs F. Gibson. Carried. An amendment by Cr. Bee, seconded by Cr. Mackenzie, that no portion of it be leased was lost. The following report of the Finance Committee was read :— •f Oamaru, August 17, 1874. " To His Worship the Mayor and Town "Council— ''Gentlemen,— Your Finance Committee having met, have the honor to report that when the present' works which are on hand are completed the Council will be indebted j to the National Bank of New Zealand to the extent of nearly L2000 ' and to carry, on the various works of forming the principal streets, establishing a permanent system of drainage, and the preliminary expenses to be incurred for obtaining the best possible means of conveying a plentiful supply of water to th* town it will be necessary for the Counoil to borrow a sum of money sufficient for these requirements, and therefore beg to submit for your consideration the following resolution : — " That the Council issue debentures to the extent of twenty-five thousand pounds sterling, interest at the rate qf six per cent, per annum ; said debentures to be of one hundred pounds each, And redeemable in the jear one thousand nine hundred and four, or thirty years from date of issue, security to be given on the city rates, as provided for under Section 98 Otago - Municipal Corporations Ordinance, 1865, and that assignment of the rates, in accordance with the provisions of the 99th section of the said Ordinano*, be executed in order to secure the repayment of the said sum of twenty-five thousand pounds with interest. " Your Committee, with the .assistance of the Town Clerk, 'have carefully gone over and ascertained the probable receipts, expenditure, and current liabilities of the Corporation, and find that at least that sum will be required for the carrying out of the various works which the advancement of the town demands. We also would suggest for your favorable consideration that the debentures which fall due in September, 1878, should be paid out of the present loan when negotiated. .• , '< Jakes Bern. " C. Haggie seconded, that the Report be received, and that a special meeting of the Counoil be called for its consideration on Thursday, 27th inst., at 7 p.m. Carried. i 'On the motion of Cr. Falconer, seconded by Cr. Hood, it was resolved that daymen be put on to form footpaths in Exe-sfcreot. Cr.Hood moved, and Cr. Galbraith seconded, that daymen be employed to shingle footi paths in Ooquet'street, &c. The accounts^ as read, were passed for pay* r mcnt., . '._-..-; v, i. : It was resolved that Mr Conk's lease of Quarry Reserve be 'renewed for one year, to terminate at the same time as the last issued j lease. Cr. Galbraith moved, and Cr. Bee seconded, that tenders, be galled for 500. yards of blue stone, to he supplied and laid down at the gaol for 'the pruoners to break j and for 500 yards of "broken metal, to be supplied and laid down whertfjrequired by Surveyor. Car* ried. It was resolved that the unlet portions of the Town Reserves be put up to Auotion, viz. : —A* F, !E,'*nd D ; A and 3) to be ins two portions; and that Mr^Maudo be the tioneer. ' • ' : , Cr. Morton gave notice of motion — " That the footpaths in Tjne-street j from Arun-street tq Wan«beck-street, be formed and shingled." A vote of thanks to the Chairman closed the proceedings.
