The President of the United States has recently issued a proclamation declaring a decree of Maximilinn for blockading Matamoras by the French squadron a violation of neutral rights of the United States, was against the law of nations and tho existing treaty. Tho proclamation was at onco followed by tho dispatch of two war vessels to Rio Grande. Tho President has been making a tour. lie received an enthusiastic reception in New York ; at a banquet he declared his determination to restore tho Union in its integrity. In Ohio, Illinois, and Indiana liewas very badly received. In Maine and Vermont tho elections went against him. At tho Kadical Convention assembled at Philadelphia tho leading speakers denounced Johnson. Secretary Seward is ill. Tho trial of Jeff. Davis is indofmitoly postponed. The Cable across the Gulf of St. Lawrence has been completed. Tho Canadian Parliament has voted 134,000 dols. for war purposes. In Brazil, revolutions had broken out in Catamavca and Gordova. Several engagements were fought.
