In its determination to overcome the present disastrous shortage of homes, the National Party has planned a vigorous Housing Policy. Never before has anything so comprehensive been envisaged. Houses to rent—Houses to buy—Private building—Ease and Security of Ownership it’s a sound plan that can and will be carried out with the same energy and determination that is applied to war-time emergency. Here are important policy points: STATE HOUSES: Vigorous building programme—allocation of houses without political interference and according to need option to tenants of State houses to continue renting as at present or to purchase with no increase in rental. 20% of rent already paid to be credited towards deposit. PRIVATE BUILDING: “Free of Interest” Suspensory Loan of £IOO for civilians and £2OO for ex-servicemen on houses built in next three years and not exceeding £1,750 in value. After house occupied by owner for five years Loan will be extinguished. Such houses, if sold within 10 years, to be first offered to Government. CO-OPERATION WITH BUILDING SOCIETIES, LOCAL BODIES, ETC.: Building Societies and local bodies will be encouraged to lift their advances to 90 per cent for civilians and 100 per cent for exservicemen, with a Government guarantee against loss over and above their normal level of advances. MORTGAGE INSURANCE: Introduction of small weekly payment of premium (approx. 1/4 on average home) in return for which, should breadwinner of the family die, the mortgage will be extinguished and home left free of debt. JOINT OWNERSHIP: Law to be altered to provide for joint ownership of home by husband and wife without payment of Gift Duty. On death of either husband or wife, home to be exempt from Death or Succession Duties, which would not be payable until demise of remaining party. STATE TENANTS: Tenants who desire to continue renting their State houses will not be disturbed. RETURNED SERVICEMEN: Special interest rates for loans for private building—2% for first year, 3% thereafter. TEMPORARY HOUSING: In co-operation with local bodies, the immediate provision of temporary homes to meet existing emergency. FURNITURE LOANS: Free of interest for two years for young people getting married. BUILDING MATERIALS: Vigorous programme to ensure adequate supply and to remedy causes of existing shortages.
