American Pretensions fln Empty Gesture Viscount Cecil will issue a book in April entitled 'Foreign Affairs’ with the object of showing that the United States confnes herself to pious declarations on behalf of world peace and resolutely refuses to help in its establishment. Viscount Cecil says: “Put crudely, the United States is binding on the backs of men burdens grievous to be borne, and lifting not one of its fingers to lighten the load,"
