VACCINE INSTITUTION.
Report of the Select Committee appointed April 18th, 1860, to take into consideration the desirability of attaching a Vaccine Institution to the Nelson Hospital, and to recommend any other measures calculated to make the said Hospital of more general
benefit.
1. Your Committee learn with deep regret that the appointment of a member of the Hospital Management Committee, devolving on the Superintendent under the Hospital Management Act, has not been carried out, and that there is no immediate prospect of this office being satisfactorily filled. In the mean time, this Institution is under no proper control, and no legally constituted body exists for carrying out any recommendations having for their object the making the Hospital of more general benefit.
2. Your Committee would, however, express an opinion that the attention of the Government is required to the subject of Vaccination, in order that it may be more generally carried into effect throughout the Province, especially in the outlying districts, where they have reason to fear it is at present generally neglected ; and that, pending the passing of an Act of the General Assembly on this subject, the Managing Committee of the Hospital should see that a proper supply of lymph be obtained, and at stated times send approved vaccinators to the several localities; or take such other steps for rendering Vaccination general as they may deem necessary. 3. That, in order that any pecuniary charges made may not interfere with the object desired, they would recommend that the fee charged should not exceed two shillings and six pence in each case ; if this should not meet all the expenses incident on carrying this recommendation into effect, a sum should be placed on the Estimates for that purpose. 4. In respect to the other matter submitted for your Committee's consideration, they would not at this time offer an opinion, as they trust that his Honour will see the necessity of immediately filling up the vacancy in the Hospital Management Committee, when they feel confident that improvements could be effected in the Hospital arrangements, of considerable service to the community.
