Council Papers.

POSTAL COMMUNICATION.

The Select Committee appointed April 4th, to consider the Postal Communication within

the Province, having considered the matter to them referred, beg to present the following Report : — 1. That the postal communication with Wakefield aud Waimea West, through Richmond, would be most advantageous to the public if the days were Wednesdays and Saturdays ; but that a daily communication between Richmond and Nelson would be desirable, if obtained, as it probably would be, with but little charge to the Revenue.

2. That, in addition to the above, an overland mail to Motueka, twice a week, would be a great advantage to the settlera there, the mail starting from Richmond on Thursdays and Mondays, dropping a bag at Appleby, Upper and Lower Moutere, and Motueka, and there terminating, and returning to Richmond on the following days. 3. That, in the present state of the Province, the badness of roads and smallness of population, the remaining postal communication could be much more economically and nearly as conveniently carried out by means of a steamer plying on the coast, but in the absence of this mode of communication, au overland post is essential between Nelson and Marlborough, and Nelson and Canterbury. 4. That so soon as the state of the roads will admit of it, overland postal communication between Nelson and Marlborough will be carried on more conveniently for Nelson, and will meet the requirements of a greater number of settlers by way of the Pelorus and the Kaituna, than by the circuitous route by the Top House.
