Provincial Council. Wednesday, January 13.

The Speaker took the chair at 5 o'clock, and notices of motion having boeu received, Dr. Monbo withdrew the notice standing in Ms name.

GOVERNMENT GAZETTE.

Mr. KELLINO- moved, "That his Honour the Superintendent bs requested to have the Government Gazette printed in the form that the late Council, in its last session agreed upon, in order to save the double printing of the various bills."

Mr. Mackay said this question had been considered by the Printing Committee, and they had thought it had better be continued as at present. Mr. Kelling then withdrew his amendment. SUSPENSION OF STANDING ORDERS.

Mr. Saunders moved, " That Standing Order No. 37, be suspended, with reference to those bills that have failed to become law, in consequence of not having timely received the Governors 1 assent."

This motion having been seconded, was adopted.

PERIOD OF MEETING OF THE COUNCIL.

Mr. Ward moved, " That in the conduct of the business of this Council at this period, it is desirable to entertain no questions, or measures, not imperatively demanded by the exigencies of the public service, with a view to an early adjournment to a season more suited to the general convenience of its members." He said, the late Council recommended an exactly similar thing, and yet, they were called upon again, to meet at this extremely inconvenient season. He did hope that if this resolution was adopted, the Executive would pay it some attention.

Mr. KELLiNa seconded the motion, and after some discussion on tho part of Dr. Moj\j», Mr. Sauuders, and other gentlemen, it was carried.

DEBENTURE BILL. The Provincial Solicitor moved tho second reading of the " Debenture Bill." Mr. Wells seconded the motion, and ifc was carried with only one dissentient voice.

EDUCATION LOAN BILL.

The Council then went into committee on the Education Loan Bill.

The Provincial Solicitor said the passage through committee of this bill was adjourned in order that he might consider the wording of the preamble ; this he found to be correct. The preamble was then agreed to, and the Council resumed;

WEEKLY MARKET.

Mr. Dodson asked tho Provincial Solicitor " If it is the intention of the Provincial Government to tako any steps to establish a weekly market in the Town of Nelson for the salo of produce ; " and said, sixteen years have now elapsed Bince the foundation of the Nelaon settlement, and yet to this day they had no market established for the sale of produce— no means for, a man to ascertain current market prices, save by visiting the various public-houses. Sites had been set aside for market, and ho did think that the number of farmers and their wives who visit Nelson weekly

should have a market provided for their convenience ; and were this done, he was t>ure it would beget a degree of emulation among tho farmers that would ultimately tend to great public good. Tin- Provincial Solicitor said ho was not prepared to say whether the Government would take any steps to accomplish the object named by Mr. Dodson.

GOLD FIELDS OCCUPATION BILL.

The Council went into committee on the Gold Fields Occupation Bill ; Mr. Wells m tho chaiv. Clauses 1 to 19 were passed with some slight amendments. The Council adjourned at 10 o'clock.
