London, Dec. 20 'The "Daily Telegraph’s’ 1 industrial writer says that relations, which are already known to be imperfect between Sir Walter Citrine and M. Saillant, respectively president and general secretary of the World Federation of Trade Unions, are not likely to be improved by a message which M. Saillant sent to the Moscow Conference urging Britain, America and Russia to. break off relations with Spain. It is believed that M. Saillant acted without consultation with Sir Walter Citrine and his other colleagues.
