President Truman in a statement said that it was essential for the Fact Finding Boards in labour disputes to have authority to examine the books of employers and unions. The President added that power to subpoena books was included in the strike legislation he requested Congress to enact on 3rd December. He said that wages were paid out of earnings and therefore the question of company earnings was relevant to the issue of wage increases.
