CEREMONY AT RANGOON
SIGNING OF LOCAL AGREEMENT ORDERS TO JAPANESE FLEET London, August 28. The final conference between representatives of Allied Nations and the South-East Asia Command and the Japanese peace envoys from the south ern army was held at Government House at Rangoon to-day, said a SouthEast Asia Command communique. The document signed was a local agreement. It agreed that certain preliminary actions should be carried out by the Japanese to enable Allied forces, first, to take immediate action for the relief of Allied prisoners of war and internees, and secondly, to make such preliminary moves as will enable them to implement the terms of the overall surrender in Tokio with the least possible delay. General Browning and General Numata signed the document. The actual surrender of the Japanese forces in South-East Asia to Admiral Mountbatten by General Terauchi will take place at a later date at Singapore.
