RUSSIA’S PLAN FOR WORLD securit: New York, Aug. 14. The R issians have proposed t 0 the British and Americans the creation 0 f a world security organisation backed by an “International Military Air Corps” to warn and punish future aggressors, says the “New York Times” Washington correspondent. The Secretary of State, Mr Hull, confirmed that the Soviet world peace plan had been received and would be taken up at the Dumbarton Oaks conference, but he refused to discuss it. It is understood that the Soviet plan rejects the idea of an international police force as impractical, but suggests that the jnajor Powers establish an International Air Corps composed of volunteers from all nations who will carry out the instructions of an executive council of the new World Security League . i Further details of the ; 'an are not available but the Russians have apparently tried to devise a scheme to deter aggression without jeopardising the security of sovereignty 0 f any of the great Powers.
