CAREFUL PREPARATION
SOUNDNESS OF POLICY TOWARDS VICHY (Rec. 1.25 p.m.) New York, Nov. 10. The half-hearted resistance to the American landings in North Africa is the product of months of preparation, says the “New York Times” correspondent, Hanson Baldwin. The United States apparently prefaced careful military preparation with careful psychological, political and diplomatic preparations and the soundness of the State Department’s policy towards Vichy is being demonstrated. Obviously the maintenance of American diplomatic, military and naval representatives in Vichy, Tunis, Algeria and Casablanca was a great advantage. These listening posts enabled the United States to feel the pulse of the French people, encourage the Fighting French movement, the so-called underground movement, and compute the strength and disposition of the Axis and French forces. It is encouraging to find that the United States has learned how to use the political -as well as the military tools of war.—P.A.
